IMPACT OF SURREY COUNTY COUNCIL’S PROPOSED TRAFFIC SCHEME ON BRIDGE ROAD AND THE CONSERVATION AREA

  • There is an obvious threat to safety and security with a double-storey underground car-park but HCRC cannot ascertain from the plans whether it will be gated, locked after hours and manned by a security guard.
  • The car park has a LEFT TURN ONLY exit with an extended trip to Imber Court Roundabout for anyone taking a northbound route which will increase traffic flows and which suggests the need for a roundabout.
  • With the redesign of the gyratory, the LEFT TURN ONLY exit from the Palace will result in a longer tour round into Creek Rd for a northward route again with increased traffic flows particularly for traffic entering Hampton Court Way and again this suggests the need for a roundabout.
  • The reversal of traffic flow UP Bridge Rd with the obvious Creek Rd bottlenecks added to proposed new signalling.
  • Access to the Hurst Road end of Bridge Rd will be diminished, entering only from the new gyratory.
  • Exacerbated interruptions due to extra pedestrian crossings at Creek Rd and new traffic lighted junction. Also, the prioritised traffic signals at Creek Rd to favour the bus /coach interchange.
  • No Coach parking and integrated bus station.

IMPACT ON RETAIL FOOTFALL

  • Envisaged, 6,488.28sq ft of potential retail and commercial (A1-A5 &B1) use spread throughout the development.
  • The expectation that the visitors’ needs will be satisfied within the Station complex, with a seamless thoroughfare from Station platform to Palace. The concourse design, funnelling the visitor toward the bridge and away from the road crossing-point.
  • Lack of an integrated Station to Village master plan.

IMPACT ON THE AREA DURING CONSTRUCTION

  • The lost 214 car parking spaces during the build period, with ensuing difficulties to local roads in the Conservation Area.
  • 3 + years construction time expected.
  • The noise from 5 months of piling an estimated 475 foundation piles. Working hours of 8am- 6.30pm Mon to Fri and 8am-1pm Sat.
  • 13 months of excavation for the underground car park, removing 60,000 tons of waste material.
  • An estimated 5,000 HGV waste removal journeys onto A309, PLUS 50-100 other journeys on/off site, an estimated 50% of those HGV also.
  • The bus interchange sacrificed during the build, with no alternative site proposed.
